Just taken a quick look in MSFS2020 (sorry for the delay, will check MSFS2024 tomorrow) and have observed the following:
- there is no update to the AIRCRAFT WIND X variable until a small amount of throttle is applied (parking brake on, no aircraft movement needed - have not tried in cold and dark)
- once the values are received, they are always around -1.6547 ft/s (-0.98knots) , regardless of the direction/speed/gusts that I set for ground wind. The SimvarWatcher utility provides the same values.
Obviously not correct! I will check in MSFS2024 tomorrow and report to Asobo.
Hmm...I think my issue was that the wind layer I was setting in the World Map wasn't being applied for some reason. If I open the weather once on the runway, I can see that my wind settings were not applied (not sure why), but if I change/set the wind there, then I see this reflected in the simvar values being received.
This is a very interesting read on wind issues in MSFS2024 - I recommend you read this: https://devsupport.flightsimulator.com/t/setting-custom-winds-in-msfs-2024/17488/26
I will look into this further tomorrow and go through that support post/topic in details. Maybe just worth commenting on that support topic on the +ve/-ve value difference between previous sims, and the fact that the simvars are not updated until some throttle is applied (in MSFS2020 - will check this in MSFS2024 tomorrow).

Now I have saved the weather as a preset, I now see the wind values as soon as I am in the sim (no need to apply throttle). So the only issue seems to be the sign being different from previous FSs (and as documented).
Do you know if the Wind Y/Z values are also reversed in MSFS2020/2024, or is it only the X value?
I can confirm that the AIRCRAFT WIND Z value is also reversed compared to previous versions. Not sure how to test for AIRCRAFT WIND Y, but I assume this is also reversed. So i have decided to reverse all 3 of these values held in FSUIPC offsets. Please try the attached version (7.5.8b).
I'm not sure why you don't see any wind on the ground though...
