I understand 3.9xxx is free but when I put in the reg numbers provided for the free version on the registration window an error says the numbers are not valid. I need to register to use the assignment functions.

Are you using FS9 / FS2004? If so, make sure that you copy / paste the key details (name, email/address & key) and also remove the spaces from the key.

Try installing the latest combined VC++ redistibutables to see if that makes a difference. You can also try manually creating the FSUIPC.key file manually - I presume it is the same format as other keys, i.e. paste the following into a file called FSUIPC.key in the same folder as the FSUIPC.dll:
